Today, the most successful communities are those that recognize the critical importance of human capital in order to compete effectively for economic development. Talent is the single most important element in local economic development, and quality of place is a primary factor in a community’s ability to attract and retain talent.

Muncie Action Plan (MAP)

The Muncie Action Plan expresses the values and aspirations of the community, while creating a compelling action agenda for the future. Although there is a paralyzing tendency to be frustrated with the complexity and size of problems in modern American society, the MAP experience shows it is possible to make a difference.

Academy For Community Leadership 
The Academy for Community Leadership (ACL) is a partnership between Ball State University and the Muncie-Delaware County Chamber of Commerce. Each fall, this 13-week course is offered targeting those interested in becoming more active members of the community. Participants will meet key community leaders and participate in a community project. Meetings are held at strategic locations throughout the county ACL helps develop leadership talent and potential, and provides valuable networking opportunities for participants.
