Rui Chen is an associate professor of information systems. He holds a bachelor's and a master's degree in computer science and a PhD degree in management science and systems from State University of New York at Buffalo. He received the advanced certificate in information assurance from State University of New York at Buffalo and the National Security Agency. He is a Microsoft certified database administrator and Microsoft certified systems engineer.
His research primarily focuses on information assurance, extreme event management, emerging media, and IT capability. He has published around 60 high quality research articles in leading academic journals, conferences, and books. Many of his research articles have appeared in the top 10 ranked Information Systems journals such as MIS Quarterly (no. 1), Decision Support Systems, Journal of the Association for Information Systems, Information Systems Journal, Information and Management, European Journal of Information Systems, IEEE Transactions on Professional Communication, Communications of the Association for Information Systems, and Communications of the ACM. According to the historical data on research productivity for a five-year window (CAIS 24/9), Dr. Chen's productivity on high-quality research would rank among the Top 10 (tied) worldwide, based on his total number of publications in the Elite Nine Information Systems journals during 2009-2013 (10 articles), 2010-2014 (10 articles), and 2011-2015 (10 articles) consistently. His research articles have been presented in 7 different countries. He has actively contributed to the professional community by serving journals, conferences, and books in capacities such as editor, editorial advisory board member, editorial review board member, program committee member, session chair, and discussant. He is an Associate Editor of Decision Support Systems, Information and Management, Information Systems Journal, and Information Systems Frontiers.
Dr. Chen has received grants from external funding agencies such as the National Science Foundation (NSF). A recent award is on "Employees' Response to OPM Data Breaches: Decision Making in the Context of Anxiety and Fatigue" in which he works as a PI. Chen is a recipient of the Outstanding Junior Faculty Award, which is the highest recognition of demonstrated composite excellence in teaching, scholarly productivity and service by a faculty member who has joined Ball State University for less than six years. He is also a recipient of the Outstanding Research Award of Miller College of Business. In addition, he is a recipient of the New Faculty Start-Up Award and the Junior Faculty Research Grant at Ball State University. He is a SPO Summer Fellow at Ball State University. He received the Best Paper Award of the Seventh Midwest Association for Information Systems Conference, the Best Prototype Award of the 20th Annual Workshop on Information Technologies and Systems, and the Best Paper Nomination of the 10th Annual Global Information Technology Management World Conference. Dr. Chen has served on the University Research Committee (Chair elected 2015-2016), University Awards Committee, New Faculty Academy, and Advisory Board of the Organizational Assurance and Information Security Center. He has also served on the Graduate Curriculum Committee, Graduate AOL Steering Committee, and Scholarship and Awards / Undergraduate Fellow Committee of Miller College of Business, etc.
